Introduction
The Senate is the highest academic body of the University with the Vice-Chancellor as its Chairman. His authority covers all academic matters although some, such as appointments, are shared with the Board. It is the Senate, which has the formal authority under the Charter of university status to the University policy. Therefore, take important decisions he has created some committees. Council is the governing body of the University and is the formal employer of all employees of the university. It is responsible for overall control and responsibility of the Superintendent of politics, finance and property of the university. University staff under the direction of the Vice Chancellor to conduct policy advice required. Because of this the Vice-Chancellor considered to be “CEO”. It is supported by the Chancellor of the responsibility for academic and administrative officer of the University support services.
The use of committees was enshrined in legislation and laws establishing universities in Nigeria, as in the Law on the University of Ibadan in 1962, which states: “Any person or persons is established by law, without prejudice to the generality, the have power, committees of the members of this organization and are subject to designate the provisions of paragraph (7) of section four of this Act, to establish the Committee may approve of him to exercise his name, as its functions, it can be determined. “In management of universities, the committees play a very important role in decision making. For the democratic institutions, decisions about university management should reflect the views of a cross-section of employees if such decisions must be accepted. This explains why many institutions in many countries have formed committees to management in decision making relevant and appropriate that the management and growth can help the University to facilitate the education system.
Ede (2000) described universities as international communities in the daily operation of the search for knowledge and truth busy. Given the importance of the committee system of management of universities, it is necessary to study the impact on the effective and efficient management system of higher education in Benue State in Nigeria.

There were frequent calls by some members of the academic community that the committee system is not necessarily the best method for effective management of a university system. These employees believe that the disadvantages seem to the Committee system to the university management to weigh the benefits. Various segments of the staff have in common their complaints, some violent and others brought about the peaceful implementation of the decisions of the committee expressed. These attacks challenge the efficient management of universities. It is therefore the need to study this problem
The aim of the study
The purpose of this study is to examine the effectiveness of the management committees of the universities in Benue State in Nigeria affected. In particular, the study of the level of employee participation in various committees and their confidence in the committees and their role in the administration of the university system in question.
Research questions
The following questions were answered by the study: –
to improve (I) The system of committees in decision-making in universities?
(Ii) keep the committee system to wider participation of the employees of the university community?
(Iii) decisions taken by committees to instill greater confidence in the university community?
(Iv) the Commission effective services, including consulting, the principals?
(V) The influence of the committees, the recommendations of the University Council and Senate for the proper management of the institutions?

(I) The committee system is not significantly lead to the involvement of a greater number of staff in university administration.

methodology
The study population was composed of staff from two universities in Benue State in Nigeria. The stratified random sampling technique was adopted for this study involved because of the large population. The population has been organized into five groups or classes. This helped to facilitate data collection and analysis. In fact, the study sample of 203 members of the executive staff, 109 members, of 312 from the sample of the study. The study used a structured questionnaire to the 312 respondents. The adoption of the four-point Likert scale point 4, 3, 2 and 1, was used to analyze the answers in the questionnaire.
Method of data analysis
The mean, standard deviation and t test were used to check the results and come to some conclusions. An average of 2.50 was used as the cutoff point of decision for each point of the instrument. Any questions, were an average of 2.50 and higher considered sufficient and therefore increases the level of the respondents on the use of the governance bodies of the university. After sending the answers to these statistical methods and analysis, three of the four null hypotheses were not accepted while the fourth was adopted.

The finding shows that the committee system does not influence the management of universities. This is because, agreed the respondents that the committees do not provide effective services consulting to the Vice-Chancellor, and that the committee’s recommendations will not affect the opinions of the University Council and Senate. What these findings show that even if the view of the academic community that the committees are indispensable tools for the management of universities, they are not convinced that the university administration actually implement the recommendations of the committees. It also shows that there is a lack of trust between the academic community and the university administration. It is pertinent to ask why an employee deemed worthy of promotion and appointment of the Department Promotion Committee denied funding by the evaluation of the Board and promotions. Explanations should also know why a student who is found guilty of professional misconduct is rustic will post by the university / faculty committee review errors but if the same happens in the Senate, is expelled as a student. One wonders why these committees are established to those cases in which the decisions they are not implemented taken here. Suffice it to say that taken under the administrative interests in these areas, decisions of these committees rejected. These actions against the objective of establishing these committees and also breed mistrust in the system. University administration still has a way, the conditions for trust exist within the academic community because it will find much to create a climate of trust income.

According to Sehnsucht (2002), institutional success in navigating the current higher education depends on the effectiveness of governance structures and decision processes. However, governance and decision making as the subject of empirical research currently receives only modest attention.
It is therefore the need for researchers to further investigate how best to govern higher institutions meet their goals without suspicion. Universities must develop a kind of leadership and appropriate practices. Chains of delegation and communication should be followed. Employees should be actively involved in the decision-making, if they be true and be involved effectively in monitoring the decisions taken. Increase their level of participation. The recommendations of committees must be accepted and implemented immediately in order to strengthen confidence in the system. It should be mandatory, introductory and advanced training courses and seminars in the Committee on staff especially for young professionals to understand, do not know what the committee system as most of them is not how the committee system.
