If you have enough equity in the house you can pay a point or two and get the rate down to 5 or lower.

Rule of thumb is that when you are buying go for the zero cost closing and higher rate to reduce your down payment / closing costs.

When refinancing use the equity in the home to get the lowest rate possible.
