I sent a certified letter and verbally notified him. He was not pleasant after hearing that the contract would be terminated. Answer by SpeshulIf you move any electrical, gas and plumbing you will need a permit. If you are only doing cabinets, flooring, or counter tops you will not. Also if you change anything structural you will need a permit.

Question : landlord upgraded carpet to hardwood after I left? I returned keys a week early (on 25th, though I paid rent through march 31st, 2010), had a walk through. I was told that they would charge me for half of the carpet replacement. Later on monday 29th my wife found out that they already put hardwood floors over the weekend.
