Answer by SpeshulIf you move any electrical, gas and plumbing you will need a permit. If you are only doing cabinets, flooring, or counter tops you will not. Also if you change anything structural you will need a permit.

Question : landlord upgraded carpet to hardwood after I left? I returned keys a week early (on 25th, though I paid rent through march 31st, 2010), had a walk through. I was told that they would charge me for half of the carpet replacement. Later on monday 29th my wife found out that they already put hardwood floors over the weekend.
