There are subway entrances on almost every corner in Manhattan. No…I’ve never heard of an apartment complex providing subway shuttles.
Some buildings that are a relatively long way from the subway, such as ones on the rivers, might run such shuttles, but not many do. And I do not think that it is a “basic need”. You can always walk and there are buses. Also, many older buildings do not have washer/dryers in the the apartments because they are not allowed. There will either be a laundry in the basement or you can go to the local laundromat. most places in Manhattan pick up and deliver.
