The condo homeowner’s association is the group that actually runs the property. The management company is a subcontractor to the HOA that operates the day-to-day stuff (maintenance, collection of dues, whatever). It is up to the HOA to determine how much of the day-to-day they want to delegate to the management company, but in the end run, the management company is only an agent of the HOA and th eHOA is eventually liable for everything.

The HOA sets policy, sets dues, maybe in a condo approves or disapproves new buyers. Check you covenants to see just how far the HOA’s powers go.
