I heard people talking about a special loan for first time home buyers. and also a special loan for down payments for first time home buyers. i was wondering where I could find more information about these loans and where I can apply.

There are no “first time buyer” loans today. FHA loans are set up to make it easy to get a loan with not much money down and not much credit history. But they cost more than other loans.
You are thinking about the $ 8,000 tax credit which is a real $ 8,000; not a tax “deduction”. For first timers who buy in 2009. You can read about it at www.IRS.gov or call 800-829-1040 IRS Help Line to make sure you qualify..
I have never heard this terminology. if you want to get home loans then try any financial institution with your details.
