Question : How do I go about starting a business in an up and developing country- Belize?
I have a partner who is a National of Belize and is looking to go back and start a diving business. He has experience, contacts, even property to develop there, but no capitol.

most great men in life dont have money but ideas. if you have enough idea on the kind of bussiness you are going to emback on you surely going to suceed.
If he has property, then he can use that as collateral to obtain a business loan from a bank in Belize.
That should be no problem. First have him open an account at a local bank and tell the bank his intentions. The bank may require some evidence that he has moved back to Belize and is currently a resident again. Then with title to property they would more than willing to loan him if he has a good business plan.
