The system impact on the management committee of the University in Benue State in Nigeria
Introduction
The Senate is the highest academic body of the University with the Vice-Chancellor as its Chairman. His authority covers all academic matters although some, such as appointments, are shared with the Board. It is the Senate, which has the formal authority under the Charter of university status to the University policy. Therefore, take important decisions he has created some committees. Council is the governing body of the University and is the formal employer of all employees of the university. It is responsible for overall control and responsibility of the Superintendent of politics, finance and property of the university. University staff under the direction of the Vice Chancellor to conduct policy advice required. Because of this the Vice-Chancellor considered to be “CEO”. It is supported by the Chancellor of the responsibility for academic and administrative officer of the University support services.
The use of committees was enshrined in legislation and laws establishing universities in Nigeria, as in the Law on the University of Ibadan in 1962, which states: “Any person or persons is established by law, without prejudice to the generality, the have power, committees of the members of this organization and are subject to designate the provisions of paragraph (7) of section four of this Act, to establish the Committee may approve of him to exercise his name, as its functions, it can be determined. “In management of universities, the committees play a very important role in decision making. For the democratic institutions, decisions about university management should reflect the views of a cross-section of employees if such decisions must be accepted. This explains why many institutions in many countries have formed committees to management in decision making relevant and appropriate that the management and growth can help the University to facilitate the education system.
Ede (2000) described universities as international communities in the daily operation of the search for knowledge and truth busy. Ogunmodede (1981), states that the authority of university governance in Nigeria from an external source is – the visitors always the president in case of a federal university and the governor in case of a State University. After Daudu (1986), managing a complex organization that requires participation by the committee system because of bureaucratic models and strategies for the university they are.
{1988} Nwachukwu, describes a device such as a committee for activities and exchange of information between various departments and divisions to coordinate an organization. He further argues that decisions with the Committee to promote better coordination within an organization. Ikenwe (1998), about the work of Foxworthy (1971) writes that the main reason for establishing this system of committees on corporate governance was of concern because of the democratization of decision-born in these institutions and recognition of the need for broader decision making of the universities are becoming increasingly complex. This explains why many institutions in the country has set up several committees to help their managers to make decisions relevant and appropriate that the management and growth of the university to facilitate school system.
Given the importance of the committee system of management of universities, it is necessary to study the impact on the effective and efficient management system of higher education in Benue State in Nigeria.
Statement />
There were frequent calls by some members of the academic community that the committee system is not necessarily the best method for effective management of a university system. These employees believe that the disadvantages seem to the Committee system to the university management to weigh the benefits. Various segments of the staff have in common their complaints, some violent and others brought about the peaceful implementation of the decisions of the committee expressed. These attacks challenge the efficient management of universities. It is therefore the need to study this problem
The aim of the study
The purpose of this study is to examine the effectiveness of the management committees of the universities in Benue State in Nigeria affected. In particular, the study of the level of employee participation in various committees and their confidence in the committees and their role in the administration of the university system in question.
Research questions
The following questions were answered by the study: –
to improve (I) The system of committees in decision-making in universities?
(Ii) keep the committee system to wider participation of the employees of the university community?
(Iii) decisions taken by committees to instill greater confidence in the university community?
(Iv) the Commission effective services, including consulting, the principals?
(V) The influence of the committees, the recommendations of the University Council and Senate for the proper management of the institutions?

(I) The committee system is not significantly lead to the involvement of a greater number of staff in university administration.
(II) is not significantly improve the committee system decision-making in the management of universities.
(Iii) The committee system does not inspire much more confidence in the university.
(Iv) The committee system does not significantly influence the management of universities.
methodology
The study population was composed of staff from two universities in Benue State in Nigeria. The stratified random sampling technique was adopted for this study involved because of the large population. The population has been organized into five groups or classes. This helped to facilitate data collection and analysis. In fact, the study sample of 203 members of the executive staff, 109 members, of 312 from the sample of the study. The study used a structured questionnaire to the 312 respondents. The adoption of the four-point Likert scale point 4, 3, 2 and 1, was used to analyze the answers in the questionnaire.
Method of data analysis
The mean, standard deviation and t test were used to check the results and come to some conclusions. An average of 2.50 was used as the cutoff point of decision for each point of the instrument. Any questions, were an average of 2.50 and higher considered sufficient and therefore increases the level of the respondents on the use of the governance bodies of the university. If the calculated value is greater than the table value of t at 0.05 significance level the null hypothesis was not accepted. After sending the answers to these statistical methods and analysis, three of the four null hypotheses were not accepted while the fourth was adopted.

The result of the first hypothesis, as stated above clearly means that the committee system promotes the participation of a large number of employees. Tahir (1991), agrees with this conclusion when he says that leadership must be styles that can develop to ensure the efficient staff and students to participate in decision-making processes that affect them. Gwary (1993), argued that full participation is a process in which each member of a governing body has the same power to determine the outcome of the decision. This means that it can not with the system of participatory governance in the higher education system be overestimated. There must be full participation of people efficiently and effectively to the growth of the Committee will help the university management system. It is worth noting that staff participation in decision-making, the impact of their work life is essential for effective management.

In the above table, since the calculated t exceeds the value of the table, so we do not accept the hypothesis. This shows that the committee system to improve a vital tool for decision making in the management of universities. This finding is consistent with Jeje (1983) that the committees bring to justice the group on a topic, so the university or the CEO of errors to protect themselves from the decision of the individual states.

This suggests that it exists, if the trust’s decisions shall be implemented faithfully. All officers believe that the committees but would rather ignore the views of employees when they are in conflict with those of the university administration. Mehendiratta (1984) in his study of university administration in the states in India and the United States it would be desirable for the university itself to device a suitable mechanism to the complaints of students, teachers, address, junior staff and administrators and this mechanism should be designed that all parties should trust in his impartiality and independence.

The finding shows that the committee system does not influence the management of universities. This is because, agreed the respondents that the committees do not provide effective services consulting to the Vice-Chancellor, and that the committee’s recommendations will not affect the opinions of the University Council and Senate. What these findings show that even if the view of the academic community that the committees are indispensable tools for the management of universities, they are not convinced that the university administration actually implement the recommendations of the committees. It also shows that there is a lack of trust between the academic community and the university administration. It is pertinent to ask why an employee deemed worthy of promotion and appointment of the Department Promotion Committee denied funding by the evaluation of the Board and promotions. Explanations should also know why a student who is found guilty of professional misconduct is rustic will post by the university / faculty committee review errors but if the same happens in the Senate, is expelled as a student. One wonders why these committees are established to those cases in which the decisions they are not implemented taken here. Suffice it to say that taken under the administrative interests in these areas, decisions of these committees rejected. These actions against the objective of establishing these committees and also breed mistrust in the system. Sifuna (1991) shows that the tendency to monopolize principals all aspects of decision making for the creation of “Boards of Directors of the Vice-Chancellor, whose powers too broad and constantly these undermine perfected the Senate. Conclusions and recommendations
Universities work for the propagation, dissemination and application of knowledge established. The university is of people with the spirit of investigation and criticism with the function of teaching, research and public service, is dedicated to the spiritual life is composed, and thus the need for a democratic system and thus the introduction of the committee system of governance. The study identified that the staff is not the BSU and UAM as confident as they are in the committee system. It was after the non-implementation of the recommendations of the Committee of University leadership. It is therefore the need for higher management to implement effectively and efficiently to the recommendations of the Committee to staff to strengthen confidence in the system. University administration still has a way, the conditions for trust exist within the academic community because it will find much to create a climate of trust income.
Tierney (1999), in its document on confidence-building and academic governance of the opinion that if people are to make important decisions, they must create the conditions for trust to exist. According to Sehnsucht (2002), institutional success in navigating the current higher education depends on the effectiveness of governance structures and decision processes. However, governance and decision making as the subject of empirical research currently receives only modest attention.
It is therefore the need for researchers to further investigate how best to govern higher institutions meet their goals without suspicion. Universities must develop a kind of leadership and appropriate practices. Chains of delegation and communication should be followed. Employees should be actively involved in the decision-making, if they be true and be involved effectively in monitoring the decisions taken. Increase their level of participation. The recommendations of committees must be accepted and implemented immediately in order to strengthen confidence in the system. It should be mandatory, introductory and advanced training courses and seminars in the Committee on staff especially for young professionals to understand, do not know what the committee system as most of them is not how the committee system.
