Federal Advisory Committee Told flexibility is needed to help the agricultural community to meet the new standards for air quality
Raleigh, NC (Vocus) 7 October 2010
AAQTF is a federal enterprise advisory committee composed of 25 members representing science, farmers / producers, businesses, lobbyists and environmentalists. Their function is as mandated by Congress to make recommendations to the Minister of Agriculture to provide and to ensure that the regulatory authorities (eg EPA) for the policy guidance used and regulatory development, on a sound scientific basis.
Federal Advisory Committee Told flexibility is needed to help the agricultural community to meet the new standards for air quality
Dawn Fenton, the director for policy Diesel Technology Forum, the People? to explore the leading advocate for the use of clean diesel technology, a presentation of the work group to other coping strategies and their relative efficiency. Told a version of this presentation can be found here for viewing and can also be accessed on the forum? S Web site.
â? Agriculture is very different from the street or even other off-road diesel vehicles. Therefore, solutions could that make sense in these sectors could not be profitable or even, in the agricultural world, â? AAQTF Fenton said.
In recent decades, Fenton said the board, growth in demand for small tractors has far exceeded that their devices via 4WD. According to the manufacturer of agricultural equipment, 90 percent of the tractors in California less than 100 hp. These smaller tractors have less space for additional control equipment exhaust, which challenges to their installation. Similar to the construction industry, it may be problems with the driver’s vision and heat production, the impact on safety.
Made Tractors
Pre-1991 offers no option other than retirement rehabilitation and replacement
In addition to its size, said Fenton, a critical examination of many other agricultural tractors is their age. Many farmers even with tractors for the years 1970 and 1980. Products manufactured before 1991 do no other choice but to retire due to structural renovation and replacement engine equipment. And because these older machines, and most issuers, this provides an optimal solution both in terms of air quality and fuel consumption.
Fenton said the Committee with a more common option with the renovation of agricultural machinery is a REpower – in effect replacing an old engine installed at a higher level to level with less emissions. Although this is a reasonable option that offers efficiency in general and the benefits of reducing emissions can vary the cost-effectiveness with age and use of equipment. In some cases, the cost of re-feeding represent more than 70% of a machine? S of the residual value. In such cases it may be cheaper to buy a new tractor with the latest emissions data and security features, especially if the incentive funds available, “said Fenton.
DERA
Federal Republic Enhancement Program Grant was a? largely untapped by rural communities?
â? The diesel exhaust Reduction Act (DERA) is a dedicated funding program of modernization, remained largely untapped is from agriculture, â? Fenton added that DERA is? Generously enough? in its funding, providing 100% financing for the renovation of air control, 75% and 25% in REpower for the purchase of new equipment. â? Why not enjoy a discount of 25 percent of sales? â? Fenton request.
â? The problem with DERA funding is that it is terribly overcrowded, a? Fenton added. She noted that EPA has more than 0 million applications received for the provision of dollars in aid program of national funds for FY09 and FY10. In addition, EPA estimates that remain more than a billion in the quality of the applications uncovered.
DERA
Program is successful if the laws of Congress be extended
Deraa? s is another challenge that the Programa? Authorization expires at the end of fiscal year 2011. However, the industry, environmental organizations and the public with U.S. Senators George Voinovich (R-OH) and Thomas Carper (D-DE) work in an effort to expand the program for another five years.
Until then, the agency has an invitation for the last dollar, at 1 November should be disclosed. The Diesel Technology Forum hosted a webinar with EPA on Tuesday, 5 to provide an overview and program advice and tips for developing a competing application in October. Anyone unable to attend the webinar can download a registered version of www.dieselforum.org.
Fenton said that in addition to DERA, farmers also receive funding for the costs of modernization by the Natural Resources Conservation Service A mixed? s Environmental Quality Incentive Program (Eqip). In the Farm Bill of 2008, a new air quality directive made under the initiative Eqip? S Conservation Grants Innovation Program, which offers 0.5 million U.S. dollars annually for a competitive grant program for projects in the counties of NOx and PM non-attainment.

on the Diesel Technology Forum
The Diesel Technology Forum is a national nonprofit organization dedicated to raising awareness of the importance of diesel engines, fuel and technology. Forum members are leaders in clean diesel technology and represent the three most important elements of modern clean diesel: advanced engines, vehicles and equipment, fuel and clean diesel emission control systems.
