Do I need to buy an additional program or something? or can I buy dvds and burn them using a program online?? Thanks.

For a basic movie, Windows XP comes with Windows Movie Maker. You should be able to find it in your Programs menu. From there you can open the different videos that you want to make into a movie.
The problem I see is that, I can’t tell from your setup that you actually have a DVD Burner. It may just not be specific enough. You will definately need that to finish the movie. If you do have it great! If not, you can still use the movie maker to create a windows movie file and then be able to burn it later, or take the file to a friends house to burn.
