Is there some rational basis for this, or is it just special treatment given to older people because they vote?

Sandra is way too hard-over on the topic. As in any age group, seniors come in all styles.
Builders received a special ability to discriminate on the basis of age several decades ago. Hence, senior “retirement” communities where residents must be over age 55.
“Rational” basis? Hmmm. Depends on your definition of rational. Essentially, many seniors just prefer being among their peers, and would rather not be bothered by kids except when they come for visits. One of many choices in life.
