reply to the message I left the real estate office. But in the meantime I was wondering, is that something that generally the landlord is reponsible for? im moving in regardless but was wondering. Ive also been looking for info about tenants rights, any ideas where to look? Im in Chicago

No. Landlords are not responsible for blinds unless it is specified in the lease/contract. You can negotiate to have this included before your move in date, but make sure it is in writing otherwise you are on your own to make the purchase of these items.
There is nothing wrong with asking, and while you are at it, also ask him about anything else which is on your mind concerning your apartment. Ensure that the extras he promise are documented.
