Yes, but only one item. Maybe a picture in a frame. Same goes for the other person too. Personal items? Only if you want the other person to use them too. I would keep it neutral. Nobody wants to hear someone else’s private phone conversations so I would be careful about that too. It’s unprofessional.
Shared space like the kitchen? Or shared space like a shared office? My answer totally depends on which type of shared space you are speaking of.
If you share an office with someone, you should be allowed to have some personal effects. As for tone of voice, one should always comport themselves with respect for the other individual in the room.
If you are referring to a space like the kitchen or break room, I would think that people wouldn’t leave any personal effects around.
