Question : Can filing a Chapter 13 wash away a heloc loan?
On filing Chapter 13 repayment plan. Is the heloc loan included in the repayment plan?or only credit cards?

Read your loan documents. They probably mention something about not being eligible for a homestead exemption (which I assume refers to bankruptcy, not property taxes, when I read that in mine). A HELOC is secured by your home, so it is not going to be washed away without giving up your home. And even then, it is a recourse loan, so the only way you would get out of any foreclosure deficiency completely would be Chapter 7.
