Charleston, West Virginia: A South Charleston Woman has been fined one thousand dollars and sentenced to four days in jail. on November 3, 2008 South Charleston municipal court Judge H. Wyatt Hanna III ruled that a fine and jail sentence be issued. Debbie Schmitt of #3 Easy Street, South Charleston says that new city manager Carlton Lee stood on her front door step ordered his city engineer Steve DeBarr to write her two citations. Schmitt says there is a public dumping place just across the street form her house. For at least 14 years that I know of this has been a public dumping place used mostly by people who dont live in the city Schmitt said. Schmitts claim was confirmed by another resident who did not want to be identified but said it was a bi-weekly occurrence that trash was dumped at the site. This has gone on every since I have lived here, he said. Schmitt claims that on one occasion city sanitation workers took the trash from the dump and put it in the parking lot where she lives. They even put an old mattress on the property that was at the dump but it never belonged to anyone here, said Schmitt. Schmitt later learned that city officials took a picture of the trash placed by the city workers. Schmitt says it was after that she was given a citation for accumulation of refuse. I never put garbage at that dump and none has accumulated at
