To assess the condition of a home before purchase – to find hidden (mold, mildew, bad electrical, bad plumbing, etc. etc. etc.) that the potential purchaser might not see.
Professional associations are groups of professionals that set standards in their profession (like guilds in the old days). Keeps out wannabes – if you were having plastic surgery – you’d want someone who was board certified to cut your face. Same applies for builders, contractors and the like. You don’t want someone re-wiring your house if they aren’t licensed.
The purpose is to lend credibility to the process. You should be able to use a referral from an organization, such as ASHI (http://www.ashi.org/) and bank on the level of expertise required as well as their code of ethics. I have used this particular group and gotten good referrals from them.
