Looking to apply online to see if I prequalify, I walked into Citibank but they say they are too busy and are ignoring me.

This is a very helpful first step.

Try again with local banks.
You need to make an appointment.
So call ahead of time.
Try to not go during lunch time or after 4pm or on weekends.
They are simply just too busy.
